2 अक्टूबर, 1975 को शुरू की गई एकीकृत बाल विकास सेवा (आईसीडीएस) योजना भारत सरकार के प्रमुख कार्यक्रमों में से एक है और प्रारंभिक बाल्यावस्था देखभाल और विकास के लिए दुनिया के सबसे बड़े और अनूठे कार्यक्रमों में से एक का प्रतिनिधित्व करती है। यह अपने बच्चों और नर्सिंग माताओं के प्रति देश की प्रतिबद्धता का सबसे प्रमुख प्रतीक है, एक तरफ स्कूल पूर्व गैर-औपचारिक शिक्षा प्रदान करने और दूसरी ओर कुपोषण, रुग्णता, कम सीखने की क्षमता और मृत्यु दर के दुष्चक्र को तोड़ने की चुनौती के जवाब के रूप में । इस योजना के तहत लाभार्थी 0-6 वर्ष की आयु वर्ग के बच्चे, गर्भवती महिलाएं माताएं हैं। योजना के उद्देश्य हैं:

माननीय केंद्रीय महिला एवं बाल विकास मंत्री ने 25 मई 2016 को आंगनबाड़ी मासिक प्रगति रिपोर्ट (एडब्ल्यू-एमपीआर) के डिजिटलीकरण की एकीकृत बाल विकास सेवा (आईसीडीएस) योजना की रैपिड रिपोर्टिंग सिस्टम (आरआरएस) शुरू की थी।

तमिलनाडु में 54439 स्वीकृत/संचालनिक आंगनबाड़ी केन्द्र हैं। एडब्ल्यूसी के डिजिटलीकरण के भाग के रूप में, राज्यों/केंद्र शासित प्रदेशों से अनुरोध किया गया था कि वे लिंक http://icds-wcd.nic.in./icds पर आईसीडीएस के आरआरएस को 11 अंकों के यूनिक कोड को निर्दिष्ट और अपलोड करने का कार्य पूरा करें । राज्यों/केंद्रेट से मार्च 2016 के बाद एडब्ल्यू-एमपीआर 01.04.2016 के आंकड़े अपलोड करने का भी अनुरोध किया गया था।

तमिलनाडु में, सभी 54439 स्वीकृत आंगनियों को 11 अंकों का यूनिक कोड सौंपा गया है और RRS पर प्रतिशत एडब्ल्यू-एमपीआर अपलोड करना सुनिश्चित करने के लिए आवश्यक कदम उठाए गए हैं।

RRS तमिलनाडु में लागू करने के पीछे सफलता

तमिलनाडु में आईसीडीएस योजना राज्य भर के 32 जिलों में 434 परियोजनाओं के माध्यम से कार्यान्वित की जाती है।  सभी 434 परियोजनाओं में बीएसएनएल ब्रॉड बैंड कनेक्शन दिए गए हैं। सांख्यिकी विभाग के सांख्यिकी निरीक्षक प्रतिनियुक्ति पर कार्यरत हैं। इन सांख्यिकीय अधिकारियों को रैपिड रिपोर्टिंग प्रणाली पर उन्मुख किया गया है, जिन्होंने पर्यवेक्षकों को ग्रेड-1 और II का प्रशिक्षण दिया है ।  प्रशिक्षित पर्यवेक्षक और कुछ चतुर एडब्ल्यूडब्ल्यू डेटा प्रविष्टि करते हैं, जिनके प्रयास से तमिलनाडु राज्य में आरआरएस को लागू करने में सफलता मिली है ।

इलेक्ट्रॉनिक्स और आईटी विभाग के माध्यम से, “डिजिटल साक्षरता अभियान” (दिशा) – एक राष्ट्रीय डिजिटल साक्षरता मिशन (एनडीएलएम) नामक योजना लागू की जा रही है।  तमिलनाडु में कॉमन सर्विस सेंटर में एनडीएलएम के तहत 26075 एडब्ल्यूडब्ल्यू का प्रशिक्षण लिया गया है।  इस प्रशिक्षण ने AWWs को इसे और अधिक प्रभावी ढंग से उपयोग करने में मदद की थी ।
