यह पिछले सात विधानसभा चुनावों की कहानी रही है और अब भी कहानी बनी हुई है। न तो दो राष्ट्रीय दलों में से कांग्रेस और भाजपा और न ही दो प्रमुख क्षेत्रीय दल जदयू और राजद अपने दम पर बहुमत हासिल करने की स्थिति में हैं। लोक जन शक्ति पार्टी (एलजेपी), जीतन राम मांझी की हिंदुस्तान आवाम मोर्चा (हाम), उपेंद्र कुशवाहा की राष्ट्रीय लोक समता पार्टी (आरएलएसपी) या मुकेश सहनी की विकासशील इंसान पार्टी (वीआईपी) जैसे छोटे क्षेत्रीय दलों को सीमित समर्थन मिलता है।

रविवार को टाइम्स नाउ-सीवोटर द्वारा जारी ओपिनियन पोल के मुताबिक, भाजपा-जेडीयू गठबंधन को २४३ सदस्यीय विधानसभा में १४७ सीटों के साथ बिहार में आरामदायक बहुमत हासिल करने का अनुमान है ।

सर्वेक्षण में भविष्यवाणी की गई है कि भाजपा ७७ सीटों के साथ राज्य में अकेली सबसे बड़ी पार्टी के रूप में उभरने की संभावना है जबकि उसके सहयोगी जदयू को ६६ सीटें मिलने का अनुमान है ।

नीतीश कुमार एक लोकप्रिय मुख्यमंत्री हैं लेकिन उनकी पार्टी के लिए वोट जीतने की क्षमता सीमित रहती है, केवल कुछ जिलों में अपनी उपस्थिति को देखते हुए । अपने चरम पर भी लालू प्रसाद अपने दम पर बहुमत हासिल नहीं कर पाए। यह राजनीतिक बहुलता गठबंधन को चुनावी सफलता की कुंजी बनाती है । कोई भी गठबंधन जिसमें तीन प्रमुख दलों में से दो हैं- जदयू, भाजपा और राजद को अपने प्रतिद्वंद्वियों पर निश्चित बढ़त हासिल है। पिछले कुछ दशकों में बिहार में विभिन्न चुनावों के फैसले ने इस प्रवृत्ति को कभी ललकारा नहीं है ।

बिहार विधानसभा चुनाव के ओपिनियन पोल में राष्ट्रीय जनतांत्रिक गठबंधन (एनडीए) के लिए आरामदायक बहुमत की भविष्यवाणी की गई है-सी-वोटर टाइम्स से अब कुछ भी एनडीए के लिए २४३ में से १४७ और महागवांबंधन ८७ के लिए लोकनीति-सीएसडीएस के लिए आज के चुनाव में राजग 133-143 पर और महागठबंधन 88-98 पर था ।

ओपिनियन पोल के मुताबिक, 2015 में 18.8% की तुलना में आरजेडी को सबसे ज्यादा वोट शेयर 24.1% मिलेगा जबकि बीजेपी का 2020 का वोट शेयर 2015 में 25% से घटकर 21.6% रहने का अनुमान है। ओपिनियन पोल के मुताबिक, जेडीयू के वोट शेयर में थोड़ी बढ़ोतरी देखने को मिलेगी और वह २०२० में १८.३% वोटों का दावा करेगी, जबकि २०१५ में १७.३% वोट मिलेंगे ।

किसी पार्टी या गठबंधन को बहुमत हासिल करने के लिए 243 सीटों वाली विधानसभा में 122 सीटों की जरूरत होती है। टाइम्स नाउ-सी-वोटर ओपिनियन पोल में बिहार के सभी विधानसभा क्षेत्रों (243) को शामिल किया गया और 30,678 लोगों का सर्वेक्षण किया गया। यह सर्वे 1 से 23 अक्टूबर तक किया गया था।
